Energy Performance Certificate for Selling a property:

An energy performance certificate (EPC) is required as part of a Home Information Pack (HIPS). An EPC informs householders about a properties energy efficiency using ratings ranging from A to G, A being best G being the least efficient. These are commonly seen on white appliances such as fridges, freezers,washing machines and boilers.

New legislation now requires that Home-owners or their agent who are marketing a residential property in England or Wales are now under a legal duty to provide a Home Information Pack (HIPS) within the HIP it is a requirement to include a Energy Performance Certificate, as part of the Government's commitment to making buying and selling homes easier. Part 5 of the Housing Act 2004 has introduced a legal obligation on home-owners or their selling agents to have a Home Information Pack (HIP) available when marketing homes for sale. This is set out in more detail in the Home Information Pack (No2) Regulations 2007 and associated Procedural Guidance.
These have been revised further to reflect the Housing Minister's announcement of 22nd May 2007. The Government's reasoning for having a Home Information Pack (HIP) implementation is also set out in their Regulatory Impact Assessment.
